After the model of “triple helix” because of the 2.0 approach, a new model “quadruple helix” is appearing. The purpose is to link the sphere of “the Teaching & Research”and the sphere of “the Research & Development” in a world of perpetual change based on the development of new public-private partnerships at the national level and on the development of effective collaborations internationally.
